- Tampa, Temple Terrace and Town 'n' Country
Tampa and Temple Terrace are incorporated cities with their own permitting offices, so pull permit history from the city. Town 'n' Country borders Tampa but is unincorporated, and the county flagged it among areas whose evacuation zones changed for 2026, so recheck the zone before you list.
- Brandon, Valrico and Seffner
These unincorporated communities sit east of Tampa. In Brandon, I-75 meets State Road 60 and the tolled Selmon Expressway, so tolls belong in the commute budget. A sinkhole opened beneath a Seffner home in 2013. Ask early for the inspection, insurance and claim history on any home here.
- Riverview, Apollo Beach and Ruskin
The Alafia River runs through Riverview, Apollo Beach has canals that lead to Tampa Bay, and Ruskin sits on the north side of the Little Manatee River. Several Riverview subdivisions sit inside community development districts. Price the flood insurance quote, seawall or dock condition, and any district assessment together.

- Plant City, Dover and Thonotosassa
East county mixes town lots, acreage and farmland. During the 2010 freeze, crop-protection pumping lowered the aquifer around Dover and Plant City, affecting wells and forming sinkholes. New wells in and around that caution area must meet better construction standards. Check the well, septic and Thonotosassa's 2026 evacuation zone.

- Trace the sinkhole record from Seffner to Dover
The sinkhole that opened beneath a Seffner home in 2013 opened again in 2015 and in 2023, and freeze-protection pumping in 2010 formed sinkholes around Dover and Plant City. On a home in either area, ask for any engineering or ground-testing report and the repair permits. Search the Clerk's official records for a sinkhole report recorded on the property.
- Read all three water maps for the parcel
Hillsborough publishes three maps that can disagree about one parcel: the FEMA flood zone viewer, a county floodplain map built from watershed studies, and evacuation zones A through E, updated for 2026. Only the FEMA map sets federal flood insurance requirements, and the county floodplain map leaves out coastal storm surge. Ask whether an elevation certificate exists, and get the flood quote in writing.

After Helene and Milton, rebuilding or structural repair in a FEMA special flood hazard area needed a permit. Pull the parcel's current Tax Collector bill, look for non-ad valorem lines, and read the district's posted finance and assessment documents before you price a resale.
Hillsborough's flood pages keep them apart: storm surge draws the evacuation zones, and FEMA flood zones set insurance and building rules. An address outside every HEAT zone can still sit in a high-risk FEMA zone, so check both maps for the parcel before pricing.
