Leesburg, FL: check the city line before you price or buy.

Leesburg is a Lake County city that runs its own electric, gas, water and wastewater service, and since 2021 one district of The Villages® sits inside its limits. Those facts change the tax bill, the utility setup and the comps.

The short version: Leesburg homes are recorded by the Lake County Property Appraiser and billed by the Lake County Tax Collector. Inside city limits, the City of Leesburg adopted 3.3783 mills for 2026, on top of county and school levies. The City’s utilities reach past its limits, so a Leesburg utility bill does not prove a home is in the city. The Villages’ District 14 (Dabney, Lake Denham and Newell) is inside the City of Leesburg, but a Leesburg address alone does not tell you whether a home is in it. Pull the parcel first.

City limits, unincorporated, or District 14

Three homes with a Leesburg mailing address can carry three different cost structures. A parcel inside city limits pays the City of Leesburg’s millage: 3.3783 mills for 2026, down from 3.4752 in 2025, on the Lake County Property Appraiser’s final sheet dated October 9, 2026. A parcel in unincorporated Lake County does not pay that city line. A home in District 14 also sits inside a Chapter 190 community development district, which the District says can levy assessments.

District 14 is the newer of the two Villages districts in Lake County; District 11, in Fruitland Park, dates to 2014. The District Government lists its villages as Dabney, Lake Denham and Newell, created July 26, 2021, with 3,234 home sites. The tax bill is where all of this shows up. I read it line by line before I price a Leesburg home or help a buyer write an offer on one.

Not every community inside the city is a Villages district. Legacy of Leesburg, a 55+ community run by its own property owners’ association, sits inside city limits on the city millage, and its neighbor Arlington Ridge has its own community development district.

Leesburg runs more than the water

The City provides much more than water. According to the City:

Two things follow. First, a City of Leesburg utility account is not proof that a home is inside city limits; the tax bill’s city line is. Second, buyers should ask which services the house actually has: city wastewater or a septic system, natural gas or all-electric. Those answers change the inspection list and the monthly budget.

Flood and storm checks for a Leesburg address

Look up the flood zone on the FEMA Flood Map Service Center before you write or accept an offer, because the zone drives lender and insurance questions. Florida sellers of residential property must also give buyers a written flood disclosure at or before contract under section 689.302. It asks about flooding that damaged the home during the seller’s ownership, flood insurance claims and federal flood assistance.

How I’d price and sell a Leesburg home

  1. Read the parcel and the bill first.

    The Lake County Property Appraiser record and the Lake County Tax Collector bill tell me city or unincorporated, any district line, and homestead status. The Property Appraiser lists March 1 as the yearly homestead filing deadline.

  2. Compare inside the same box.

    City-limits homes against city-limits sales, District 14 resales against District 14, unincorporated against unincorporated. Then I adjust for lot, age, roof, HVAC and condition.

  3. Show the monthly number, not just the price.

    A buyer weighing your home against a Villages home or a Lady Lake home needs taxes at the new owner’s value, utilities, insurance and any district or HOA charge side by side.

  4. Document the utilities.

    Which services the City provides to the house, recent bills, and sewer or septic records. It saves a week of questions after inspection.

  5. Know your net before you list.

    Run the seller net sheet, then we set the price from the comps, not from a county-wide average.

Is Leesburg part of The Villages?

Partly. The Villages’ District 14, made up of the villages of Dabney, Lake Denham and Newell, is located in the City of Leesburg. It was created July 26, 2021 and has 3,234 home sites, according to the District. A Leesburg address alone does not tell you whether a home is in District 14, so check the parcel and the tax bill.

If my utility bill comes from the City of Leesburg, am I inside city limits?

Not necessarily. The City says its water service area covers about 26 square miles inside and outside city limits, and Leesburg Electric serves Leesburg, Fruitland Park and surrounding areas. The city millage line on your Lake County tax bill is the better test.

What is the City of Leesburg property tax rate?
