- St. Petersburg and Gulfport
St. Petersburg runs its own storm recovery program, Sunrise St. Pete, separate from the county's grant programs, so ask how any repairs were funded and permitted. Gulfport, a separate city, borders St. Petersburg and Boca Ciega Bay. Flood zone and elevation can differ between nearby streets, so price the parcel.
- Clearwater, Largo, Seminole and Pinellas Park
Clearwater includes Clearwater Beach, on a barrier island across the Intracoastal Waterway, plus mainland neighborhoods along US 19, so the city name alone says little about surge exposure. In Largo, Seminole and Pinellas Park, check the flood zone and the evacuation zone separately. They measure different conditions.
- Dunedin, Palm Harbor, East Lake and Tarpon Springs
Dunedin and Tarpon Springs are cities. Palm Harbor and East Lake are unincorporated, so county permitting and county floodplain rules apply there. Lake Tarpon lies within Palm Harbor and Tarpon Springs, and a lakefront parcel needs its own flood-zone check. Confirm jurisdiction on the parcel record first.
- Safety Harbor and Oldsmar
Safety Harbor sits on the west shore of Tampa Bay, and Oldsmar's waterfront faces Old Tampa Bay, so the water question here is bay frontage rather than Gulf beach. Pull the flood zone, evacuation zone, any elevation certificate and the permit history for the exact address.

- Find the tax district before you do the repair math
FEMA's substantial-improvement test asks whether repair or improvement costs reach 50 percent of the building's market value; if they do, the whole building has to meet current floodplain requirements. Unincorporated Pinellas uses a 49 percent substantial-damage threshold, and each city applies its own threshold and look-back period. Pull the FEMA letter from the parcel's Property Appraiser page and confirm that district's building department.
- Ask what the 2024 storms did to this parcel
Hurricane Helene set record water levels at the Clearwater Beach and St. Petersburg gauges, according to the National Weather Service. Ask what flooded, which repairs were permitted and closed out, and what insurance paid. Check the FEMA flood zone and the evacuation zone; the county says they measure different conditions. Ask whether the county has an elevation certificate on file, then price flood insurance.
- Condo buildings: read the inspection and reserve reports
Florida requires a milestone inspection for condo and co-op buildings three habitable stories or taller by the end of the year they reach 30 years, or 25 where the local enforcement agency requires it, then every 10 years. Condo associations also need structural integrity reserve studies for those buildings. Ask for both reports, the budget, and any special assessment or loan the association has approved.

The Pinellas County Property Appraiser warns buyers not to rely on the seller's current taxes, because assessed value resets to full market value the year after a purchase. Use its Tax Estimator, which also accounts for portability from a prior Florida homestead. The office notes that the Save Our Homes limit on assessed-value increases begins in the second year of your own homestead exemption.
The Property Appraiser's FEMA letter for a condo or townhome reflects the structure value of the entire building, not your unit. After storm damage, the cost to repair the whole building drives the answer, so read the association's records before pricing or making an offer.
Close the Pinellas storm file, then buy near The Villages
If you are selling in Pinellas and buying in The Villages or nearby, settle the storm file before setting either price. First, close out open repair permits with a final inspection from the parcel's building department. Second, download the FEMA letter from the Property Appraiser's parcel page and gather flood-claim records and invoices. Road distance is longer, and trip time changes with traffic and with the bay crossing you use. A common route takes I-75 south to I-275, which crosses Old Tampa Bay into Pinellas on the Howard Frankland Bridge. SR 60 crosses the bay to Clearwater on the Courtney Campbell Causeway.

My new Pinellas home's TRIM notice shows a homestead exemption. Is it mine?
No. If you bought after January 1, an exemption on that year's TRIM notice was granted to the prior owner, and the Property Appraiser removes it on December 31. To get your own for the following year, file an original application by March 1. The office denies it if you hold a residency-based exemption elsewhere, in Florida or another state, and asks for proof of removal or recent tax bills within 30 days of applying.
