District 11 or not: price from the right shelf
The District Government places Village Community Development District 11, the villages of Pine Hills and Pine Ridge, in the City of Fruitland Park. It was created May 22, 2014, covers about 692.8 acres and has 2,055 home sites. So a Villages home and a non-Villages home in Fruitland Park can share a city millage line and a mailing city.
They should not share comps. A District 11 home competes with other Villages homes a buyer is touring, many of them in Sumter County with a different tax bill. A Fruitland Park home outside the district gets priced first against nearby Lake County sales outside the district, with Villages sales used only to explain the monthly-cost difference.
Which utility company? Ask before you budget
The City’s utilities page lists three possible electric providers, Leesburg Electric, SECO Energy or Duke Energy, depending on location. Natural gas comes from the City of Leesburg. The City of Fruitland Park itself provides water and wastewater, and the City lists Waste Management for garbage collection.
For a buyer, that means the provider names belong in the first conversation, not the closing week: who sends the electric bill, whether gas is available, and whether the house is on city wastewater. For a seller, a year of utility bills and the provider names answer the question before a buyer asks it.
Taxes inside the city
The City of Fruitland Park adopted 3.9134 mills for 2026, the same as 2025, per the Lake County Property Appraiser’s final millage sheet dated October 9, 2026. That line is added to county, school and other levies. A District 11 home can also carry district assessments, since the District says it can levy them. A buyer who only looks at the seller’s current bill can miss what changes after a sale; I estimate taxes at the buyer’s price instead.
Storms, flood maps and the lake
Lake Griffin State Park sits in Fruitland Park at 3089 U.S. Highway 441-27, with 620 acres and, per Florida State Parks, the state’s second-largest live oak. Near any lake or marsh, check the flood zone on the FEMA Flood Map Service Center before you set a price or write an offer. Florida sellers owe a written flood disclosure at or before contract.

How I’d sell a Fruitland Park home
- Name which Fruitland Park you own.
District 11, inside city limits but outside the district, or outside city limits. The Lake County Property Appraiser record and the Lake County Tax Collector bill settle it.
- Put the provider list in the listing.
City water and wastewater, which of the three electric companies, gas or no gas. It is a short paragraph that prevents a long delay.
- Pick comps from the same side of the district line.
District 11 against District 11 resales; everything else against nearby Lake County sales outside the district. Then adjust for lot, age, roof and condition.
- Run the monthly comparison for the buyer.
Taxes at the new price, utilities, insurance and any district or HOA charge, laid out next to the homes they are also touring.
