Seminole County real estate: city lines, lake water, rural boundaries

Seminole County holds incorporated cities, unincorporated communities, the St. Johns River and its lakes, and a voter-protected rural east side. The mailing address alone will not tell you which rules, risks and costs come with a parcel.

The short version: Seminole County is part of Mo Mufti's working area, and he starts every sale or purchase there by reading three maps for the exact parcel: city limits against unincorporated county, the county's low-lying flood list along the St. Johns River, Lake Jesup and Lake Monroe, and the charter Rural Area on the east side. He builds the price from that parcel's records and gives sellers their expected proceeds in writing.

From Sanford's lakefront to Geneva's acreage: what changes

  1. Sanford and the Lake Monroe shore

    Sanford, the county seat, sits on the south shore of Lake Monroe, which the county lists among its low-lying areas subject to flooding, so pull the flood zone on lakefront parcels first. Many exterior projects in Sanford's historic districts need a Certificate of Appropriateness; the FAQ below lists which.

  2. Lake Mary, Heathrow, Longwood, Altamonte Springs and Casselberry

    Heathrow is an unincorporated, master-planned private community, so read its HOA documents before you set a price or write an offer. The Little Wekiva River runs through Altamonte Springs and Longwood and appears on the county's flood-prone list, so pull the flood zone for parcels near it.

  3. Winter Springs, Oviedo and Black Hammock

    SR 417 runs through Winter Springs and Oviedo and crosses Lake Jesup toward Sanford. Black Hammock sits on the lake's southern shore. Lake Jesup is part of the St. Johns River system and on the county's low-lying flood list, so near the water, check the flood zone and insurance first.

  4. Geneva and Chuluota

    Much of the land around Geneva and Chuluota sits inside the charter Rural Area; confirm it for the parcel. Geneva sits on SR 46 between Lake Harney and Lake Jesup. Rural parcels may run on private wells, septic and unpaved roads, so verify flood exposure, utilities and legal access first.

  5. Along the Wekiva River

    The Wekiva Parkway (SR 429) runs through the state Wekiva River Protection Area, but county policy bars using a new or expanded road as the sole reason for a land use change that would harm sensitive areas. Value riverside land on today's designation; density limits are in the FAQ below.

Four records to pull on any Seminole County parcel

  1. City limits or unincorporated county

    A city name in a mailing address does not by itself place a parcel inside that city's limits. The county Building Division handles permits in unincorporated Seminole County; inside a city, ask that city. Confirm the status on the property record before you price an addition, pool, fence or rebuild, or compare tax bills.

  2. St. Johns River and lake flooding

    The county names the St. Johns River, Lake Harney, Lake Jesup, Lake Monroe and the Little Wekiva River as low-lying areas subject to flooding. Pull the FEMA flood zone, ask the Building Division for a flood zone determination or a copy of any FEMA elevation certificate, and have a flood insurance quote in hand before your inspection deadline passes.

  3. The charter Rural Boundary

    Voters put the Rural Area and Rural Boundary into the county charter in 2004. In 2024 they approved two more amendments that require a supermajority of the county commission to remove land from the Rural Area. County land use designations control density on Rural Lands even inside a city. Price rural land on its current designation, not a hoped-for rezoning.

  4. Wells, septic and the Geneva lens

    The county describes the East Rural Area as large-lot land served mainly by on-site wells and septic tanks, with some unpaved or graveled roads. Around Geneva, the county and the St. Johns River Water Management District track a freshwater lens in the Floridan Aquifer surrounded by nonpotable water. Ask for the well's depth and permit, a water test, septic records and proof of legal access.

The charter, not the listing photos, decides what east-side land can become. Before pricing acreage near Geneva or Chuluota, pull the land use designation for that parcel itself, not for its neighbors or the road it fronts.

Selling in Seminole County and moving toward Wildwood or The Villages

Moving from a Seminole County house to a home near The Villages or Wildwood puts two closings on one calendar. Mo can handle the Seminole sale and the Villages-area purchase, so the buyer's deadlines here and your offer deadlines there are tracked by the same person. Ask a lender early whether the purchase needs your sale proceeds; that answer decides whether you sell first and rent back briefly, or write a contingent offer. Then weigh the next home's taxes, insurance, any Villages bond balance and monthly amenity fee against your Seminole costs today.

How far is Seminole County from The Villages?

Take Florida's Turnpike from Wildwood to SR 429, then follow SR 429 north, as the Wekiva Parkway, to its end at I-4 and SR 417 in Sanford. Measured as a straight line, Sanford is about 47 miles from Mo's office at 342 Shopping Center Drive in Wildwood. The clock time is not fixed: traffic, time of day and the exit you need all change it.

Can I split rural acreage near Geneva or Chuluota?

Only if the parcel's land use designation, zoning and the county's subdivision standards allow it. In the East Rural Area, the county uses Rural-3, Rural-5 and Rural-10 land use designations, carried out through A-3, A-5 and A-10 zoning. Ask Seminole County Planning and Development about the specific parcel first.

Do I need approval to change the outside of an older Sanford home?

If the home is a historic landmark or sits in Sanford's Residential Historic District, Downtown Commercial Historic District or Sanford Avenue Historic District, exterior work, including repairs, needs a Certificate of Appropriateness before it starts. Demolition and new construction in the Georgetown Residential Historic District also need one. Build that review into repair plans and closing timelines.

Can I add a second house or split a lot near the Wekiva River?

Not freely. The Wekiva River Protection Area dates to a 1988 state act. Outside the East Lake Sylvan Transitional Area, Seminole County caps new residential development at the density already adopted or one dwelling unit per net buildable acre, and presumes land use designations there are final as of December 15, 1999. Proposals also need a Wekiva River Area Consistency Form. Ask county Planning and Development before pricing a split.
