Osceola County real estate: rental zoning, CDD bills and water

Within Osceola County you can go from resort communities on the county's short-term rental listing, such as Reunion, to rangeland around Kenansville. The same price can buy very different rules. Before you list or offer, confirm the jurisdiction, the district assessments and how water moves near the lot.

The short version: In Osceola County the deciding facts sit at the parcel level: whether the address is in Kissimmee, St. Cloud or unincorporated county, whether zoning allows short-term rental on that exact parcel, which community development district assessments appear on the tax bill, and how close the lot sits to Shingle Creek or the Tohopekaliga lakes. Five parts of Osceola County that solve different problems

  1. Kissimmee and Buenaventura Lakes

    Kissimmee sits on the northwest shore of Lake Tohopekaliga and writes its own development code. Buenaventura Lakes, northeast of the city near the Turnpike and Osceola Parkway, is unincorporated county. Confirm which government controls the address, then read the flood map closely near Shingle Creek and the lake.

  2. St. Cloud, Narcoossee and Harmony

    St. Cloud fronts the southern shore of East Lake Tohopekaliga and runs its own building department. Narcoossee, on the lake's east side, and the master-planned Harmony community are unincorporated. Harmony and Harmony West are community development districts, so compare newer homes there by total tax bill, not list price.

  3. Celebration, ChampionsGate and Reunion

    Celebration, originally developed by the Walt Disney Company, is organized as a community development district. ChampionsGate and Reunion, both master-planned, appear on the county's short-term rental listing, but Reunion's entries break out by phase and parcel. Confirm the exact lot before you underwrite rental income.

  4. Poinciana, Osceola side

    Poinciana straddles the Osceola and Polk county line, and its villages sit under the Association of Poinciana Villages master association. Two homes close together can have different property appraisers, tax collectors, school districts and permit offices. Pull the parcel record before trusting any listing's county field.

  5. Holopaw, Kenansville and the ranch country

    Holopaw sits among cattle ranching and timber operations near wildlife management areas, and around Kenansville sandy, poorly drained soils are still used as rangeland. The file becomes well, septic, legal access, wetlands, drainage and whether your use can qualify for a new agricultural classification. Price against rural parcels, not subdivisions.

Four checks that change an Osceola County decision

  1. Short-term rental permission is parcel-specific

    Osceola County tells owners to verify that zoning allows short-term rentals using its overlay map, and its published listing, last revised in 2022, breaks some subdivisions out by phase, parcel or block. Kissimmee addresses inside city limits follow city rules. Confirm current zoning on the exact lot, then the association's own rental rules, before any rental income goes into the price.

  2. Community development district assessments

    The county lists a long roster of community development districts, including Celebration, Harmony, ChampionsGate, Reunion East and Reunion West. Each district's board sets assessments annually, and the county says they are itemized on the property tax statement. Pull the current bill for the exact parcel and read the district's own website, which every special district must maintain, before comparing two homes.

  3. Creek and lake flooding is an inland issue here

    After Hurricane Ian in 2022, the county reported Shingle Creek at a historic high that forced a mandatory evacuation, and it expected East Lake Tohopekaliga to stabilize higher than before the storm. Here the question is lake and creek water. During the inspection period, pull the FEMA flood zone, any elevation certificate on file, prior claims history and actual insurance quotes for that address.

  4. Ranch-country soils and public-land neighbors

    Around Kenansville, poorly drained sandy soils are used as rangeland, so ask how a homesite drains and where a septic system can go. Near Holopaw, Triple N Ranch Wildlife Management Area lies south of US 192, where the FWC runs prescribed burns and scheduled hunts. An agricultural classification will not carry over to you; the Property Appraiser takes new applications January 1 through March 1.

The county's short-term rental listing breaks some subdivisions out by phase, parcel and block, and city addresses follow city rules. Buying for rental income without confirming the exact lot's zoning and association rules means pricing on assumptions.

Selling in Osceola, buying near The Villages, or both

Moving from Osceola toward The Villages becomes a line-by-line cost comparison: the CDD line on a Harmony, Celebration or ChampionsGate tax bill against The Villages amenity fee and any bond assessment on the exact Villages home you want. How far is Osceola County from The Villages?

Measured from Mo's office at 342 Shopping Center Drive in Wildwood, Kissimmee sits about 55 miles away in a straight line. Road miles and minutes run longer and vary with the address, the route and the time of day. Florida's Turnpike has its northern end in Wildwood and an interchange at US-192 and US-441 signed for Kissimmee and St. Cloud, which makes it one direct route.

Does a Kissimmee address mean the home is inside the City of Kissimmee?

Kissimmee and St. Cloud are the only incorporated cities in Osceola County. Everything else, including Buenaventura Lakes, Celebration, Harmony and the Osceola side of Poinciana, is unincorporated and falls under county zoning and the county Building Office. A Kissimmee address alone does not settle which government controls the lot, so confirm jurisdiction on the parcel record before relying on any rental, permit or tax assumption.

What registrations does an Osceola County short-term rental need?

The county's licensing page lists two: a vacation rental license from the Florida DBPR Division of Hotels and Restaurants and a local business tax receipt from the Osceola County Tax Collector. The Tax Collector also handles tourist development tax and states that the county is not contracted with Airbnb, VRBO or other booking platforms, so owners and their agents collect and remit that tax themselves.

Is a Poinciana home in Osceola County or Polk County?

It depends on the village. Poinciana spans both counties under the Association of Poinciana Villages master association, and Villages 1, 2, 5 and 9 are generally described as the Osceola side. Confirm the county on the property appraiser's record, not the listing. The APV runs its own Design Control and Estoppel departments, so sellers should request the estoppel early and buyers should talk to Design Control before planning exterior changes.
