From Mims to Melbourne Beach: what changes the file
- Titusville, Mims and Port St. John
Titusville, the county seat, sits on the Indian River west of Merritt Island and Kennedy Space Center. Mims and Port St. John are unincorporated, so county permit and floodplain rules apply. Inland is not automatically dry: the county says most land west of I-95 is St. Johns River floodplain.
- Merritt Island
Merritt Island waterfront faces the Indian River, Banana River, Sykes Creek or Newfound Harbor. Brevard's 2018 septic ordinance calls for an advanced, nitrogen-reducing system when septic is newly installed there. Ask whether the home is on sewer or septic, then check seawall or dock condition and the elevation certificate.
- Cape Canaveral, Cocoa Beach, Satellite Beach, Indialantic and Melbourne Beach
These cities share the barrier island between the Atlantic and the Banana or Indian River, all of it in evacuation Zone A. Condos, older beach houses and vacation rentals need different documents: association budgets, elevation and wind reports, and city rental rules, such as Cocoa Beach's registration requirement.
- Cocoa, Rockledge and Viera
Rockledge borders unincorporated Viera, with Cocoa to the north, so confirm jurisdiction through the Taxing District on the Property Appraiser record. Viera adds a second layer: community development district assessments on some parcels. Its 55+ communities include Heritage Isle and Bridgewater at Viera.
- Melbourne, West Melbourne, Palm Bay and Grant-Valkaria
Melbourne, West Melbourne and Palm Bay are separate cities with separate rules. General Development Corporation platted extensive Palm Bay tracts as Port Malabar, and Grant-Valkaria's charter calls for low density and large lots. On outlying lots, confirm utilities, septic, road access and flood zone before treating a parcel as buildable.
Four things to settle on a Brevard address first
- Three maps, not one
Brevard Emergency Management notes that the storm surge map is different from the FEMA flood insurance rate map and the hurricane evacuation zone map. Check all three for the address. Ask for the elevation certificate, which the county floodplain office can supply for many permitted flood-zone homes in unincorporated Brevard, and get real flood and wind quotes before your inspection period ends.
- Lagoon-area septic has a 2030 deadline
Under Florida's Indian River Lagoon Protection Program, commercial property and residential property of 10 acres or less with an existing septic system in the Banana River, North or Central Indian River Lagoon, or Mosquito Lagoon plan areas must connect to available sewer or upgrade to a nitrogen-reducing system by July 1, 2030. Confirm the parcel's system, plan area and county grant eligibility.
- Read the tax bill, not just the TRIM notice
The Brevard County Property Appraiser warns that a change in ownership may reset assessed value to full market value, so the seller's taxes are not your taxes. Many non-ad valorem charges, including CDD assessments, appear on the tax bill mailed in November but not on the TRIM notice. Run the Property Appraiser's tax estimate for the address, then pull the actual bill.
- Repairs at 50% trigger flood rules
In unincorporated Brevard, county code treats repairs, rebuilding or additions costing 50% or more of the structure's market value, as listed by the Property Appraiser or a certified appraisal, as a substantial improvement. The building must then meet new-construction flood standards, which for a home typically means living area at least one foot above base flood elevation. Inside a city, confirm that city's floodplain rules.
Brevard Emergency Management lists the ocean, the Indian River, the Banana River, the St. Johns River, Mosquito Lagoon, Sykes Creek and Newfound Harbor as flood sources, and calls flooding the county's most frequent hazard. Check every address, inland included.
A Brevard sale and a move toward The Villages
If you are selling in Brevard, I assemble the papers a buyer's insurer and inspector will likely ask for before we set a list price: the elevation certificate, any wind mitigation report, permit history from the county or your city, sewer or septic status with its lagoon plan area, and any Viera district charge. You can then ask for a value tied to your address and a written net sheet of what you keep after costs. Showings, inspections and meetings at the house are scheduled ahead from Wildwood.
Moving from Brevard toward The Villages puts two closings on one calendar, and I can run both. Set Brevard taxes, wind and flood premiums and any district charge beside the new home's costs, including any Villages amenity fee and bond. Can a Brevard septic upgrade qualify for county grant money?
It can, where sewer is not feasible. Brevard's Save Our Indian River Lagoon program offers homeowner grants to replace a conventional septic system with an advanced one, and a December 2025 county commission decision made every property in the program's plan area eligible for at least a minimum amount. The county's Septic Mapper shows the figure for a parcel. Owners must apply and be approved before any septic work starts.
Will a Viera home have CDD charges on the tax bill?
It depends on the parcel. Parts of Viera lie inside the Viera East Community Development District or the Viera Stewardship District, and the Brevard County Tax Collector collects those district assessments with property taxes. Ask for the most recent bill for that exact address and find the district line before comparing monthly cost with a home outside Viera.
