Clay County Real Estate Ahead of the 2027 Flood Map Update

From the St. Johns River at Orange Park and Green Cove Springs to the lake country around Keystone Heights, Clay County changes more than its name suggests. The flood maps, the tax bill and the rules that apply all shift inside it.

The short version: Check the water and the paperwork on a Clay County parcel before you trust a price. Look up the FEMA flood zone on the current 2014 maps and on the proposed maps the county expects in spring 2027, confirm the hurricane evacuation zone, read the tax bill for a CDD assessment, and pull lake-level history for Keystone Heights waterfront. From Doctors Lake to Lake Geneva: what changes across Clay

  1. Orange Park, Lakeside and Fleming Island

    The north end sits on the St. Johns River and Doctors Lake. Fleming Island is bordered by water or wetlands on every side, and its subdivisions include Eagle Harbor and Fleming Island Plantation. Check the flood zone, dock condition and governing documents before you compare square footage.

  2. Oakleaf Plantation, Middleburg and Lake Asbury

    Blanding Boulevard links Middleburg to the Orange Park area, and Oakleaf Plantation sits along the First Coast Expressway, straddling the Clay and Duval line, so confirm the parcel's county first. Black Creek forms near Middleburg and borders Lake Asbury: check the flood zone before the finishes.

  3. Green Cove Springs and Penney Farms

    The county seat sits on the St. Johns River's west bank where US 17 meets SR 16, and the First Coast Expressway reaches SR 16 at the edge of town. Penney Farms includes the Penney Retirement Community, a continuing care community with entrance and monthly fees: read the contract first.

  4. Keystone Heights, Lake Brooklyn and Lake Geneva

    The city sits between Lake Brooklyn to the north and Lake Geneva, which extends into Bradford County, to the south. The water district calls both lakes drought-stressed and has a recovery strategy for them, so check lake-level history before the dock, the view or the price.

  5. Southwest Clay near Camp Blanding

    Southwest Clay includes Camp Blanding, the Florida National Guard's primary training base, and rural land between it and Penney Farms. Acreage owners anywhere in the county can also look at the voluntary Forests and Farms program, which buys land or conservation easements during announced nomination periods.

Four Clay County records to read before a contract

  1. Know which flood zone letter the parcel carries

    Clay's main flood zones are X, X (Shaded), A, AE and Floodway. In A and AE, the county requires flood permits and elevation certificates for new construction, and new Floodway development needs a No-Rise Study. Look the parcel up on the county's flood zone map under the current 2014 maps and the proposed ones, then price the insurance before you price the house.

  2. Black Creek and the evacuation map

    Clay County's hurricane evacuation zones run A through E and include the North and South Prongs of Black Creek, and the county links to National Weather Service water levels for both. It treats every mobile and manufactured home as Zone A, wherever it sits. Check the evacuation zone and the FEMA flood zone separately.

  3. Two Creeks and South Village district assessments

    Two Creeks and South Village are community development districts created by Clay County ordinance under Chapter 190 of the Florida Statutes. A district assessment is separate from any HOA dues, and South Village posts its adopted budgets online. Pull the parcel's current bill from the Tax Collector and the district's adopted budget, then compare two homes on what each owner pays every year.

  4. Rural parcels: septic, well, permits and easements

    On rural Clay acreage, confirm septic records with the Florida Department of Health in Clay County, test the well, and search the county Building Division's permit records for open or expired permits. Search the Clerk's official records for recorded easements: a conservation easement limits future development even while the land stays privately owned.

An Orange Park address does not always mean the Town of Orange Park

Orange Park is the mailing city for unincorporated areas including Lakeside and the Clay side of Oakleaf Plantation. Outside Orange Park, Green Cove Springs, Keystone Heights and Penney Farms, Clay parcels follow county zoning, permitting and code rules. Confirm the jurisdiction first.

Selling in Clay County and buying near The Villages

Moving from a Clay County home to The Villages or a nearby town means a listing and a purchase that share one calendar. I can handle both, so the Clay closing and the new purchase are planned together. That may mean a contingency on your sale, a short stay in the Clay house after closing, or a bridge loan to discuss with your lender. Before you choose a Villages home, set its amenity fee, any bond balance and its insurance quote beside your Clay tax bill, any CDD line and any flood premium.

How far is Clay County from The Villages?

Measured in a straight line, Green Cove Springs is about 81 miles from Mo's office in Wildwood, the Sumter County city beside The Villages. The road trip is longer, and how long it takes changes with the route, the traffic and where in Clay the property sits: Orange Park in the northeast corner and Keystone Heights in the southwest are different drives.

Will my Clay County flood zone change in 2027?

It might. FEMA is updating the county's 2014 flood maps, and the county expects the new ones in spring 2027. Most properties will not change, but some may move into or out of high-risk areas, and a lender may require flood insurance on a parcel added to one. Once preliminary maps are out, FEMA opens a 90-day appeal and comment period for owners with technical data. Check your address on the county map.

Why does lake level history matter for Keystone Heights lakefront?

Because the water line moves. Many lakes around Keystone Heights nearly disappeared in the early 2000s, and wetter years in the 2010s helped Lake Brooklyn and Lake Geneva recover. The St. Johns River Water Management District has adopted a recovery strategy for both, and its Black Creek project began discharging to Alligator Creek, which flows into Lake Brooklyn, in September 2025. What should I read before committing to Penney Retirement Community?

The continuing care contract. Florida's Office of Insurance Regulation authorized Penney Retirement Community to offer those contracts in 1996, and its FAQ says a one-time entrance fee and a monthly maintenance fee are required, plus financial information showing you can pay at least five years of service fees. Ask in writing how the entrance fee is handled if plans change. If a Clay home sale funds the fee, time that closing to the move-in date.
