The short version: Legacy of Leesburg is inside the City of Leesburg, Lake County, and is governed by the Legacy of Leesburg Property Owners Association, Inc. Its declaration, recorded in 1999, says the community is operated as housing for older persons: each home needs at least one occupant 55 or older, and the minimum age for residents is 18. Lake County records show individually owned single-family lots, with the common areas titled to the association, so this is not a land-lease community. City of Leesburg millage applies, and the county’s map shows no community development district over its parcels. It is not part of The Villages.

Owned lots, not leased land
Some 55+ communities around Lady Lake and Leesburg sit on leased land; Water Oak is one. Legacy of Leesburg isn’t. Lake County’s parcel roll shows 998 single-family parcels, each a lot of its own, and the common areas titled to the Legacy of Leesburg Property Owners Association. The association’s buyer disclosure form says membership carries no obligation to pay rent or land use fees for recreational or other common facilities.
That means a real-property tax bill on which a qualifying owner can claim homestead, financing like any other house, and comps drawn from owned-lot homes. It also means the association’s documents, not a park lease, set the rules.
The 55+ rule is in the recorded declaration
Section 5.3 of the 1999 declaration says the development is intended and operated as housing for older persons under the federal Housing for Older Persons Act of 1995. Each home must be occupied by at least one person 55 or older as of the date of occupancy, the minimum age for all residents is 18, and applications need proof of age such as a driver’s license, birth certificate or passport. The association’s current application puts it plainly: age verification goes to the association before purchase.
Florida law spells out what a 55+ community has to do to keep that status: at least 80 percent of occupied units with at least one person 55 or older, published policies that show the intent, and age verification by reliable surveys and affidavits (section 760.29). Ask the association for its current verification procedure along with the documents.
Rules to read before the offer
- Leasing: leases must be in writing, subject to the governing documents, at least 30 consecutive days, and delivered for approval. Rooms can’t be rented separately and transient use is barred (declaration sections 5.4 and 5.5).
- Garages: every home must have an attached garage, and a garage can’t be enclosed or converted to living or storage space (section 5.2).
- Vehicles and boats: only passenger vehicles and pickups of one ton or less may be parked outside overnight; RVs, campers, trailers, boats and vehicles with commercial lettering need written consent (section 5.9). The association keeps a storage area for residents’ boats and RVs.
- Exterior changes: the Architectural Review Committee standards were updated in September 2024, and the posted rules and regulations are dated December 9, 2020.

What the association lists, from Clock Tower Hall to the river
Per the association’s amenities page: the Clock Tower Hall campus with a social hall, fitness center, aerobics studio, two catering kitchens, card and craft rooms, a three-table billiards room, three ping-pong tables and a library and media center; a beach-entry pool with hot tub; a softball field; two tennis courts, four pickleball courts, four bocce courts, four shuffleboard courts and two horseshoe pits; a River Park; and 275 acres of conservation areas with 19 ponds and 13 nature trails. The association’s home page places the community beside the Palatlakaha River.
Fees: ask for the estoppel and the 2027 budget
The association keeps its fee page behind a resident login, so I don’t publish an assessment figure here. Its home page lists a 2027 budget presentation meeting dated October 7, 2026, so next year’s assessment is being set now. Get the current assessment from an estoppel certificate, which the association must issue within 10 business days of a written request (section 720.30851), and ask for the adopted 2027 budget.
How I’d price and sell a Legacy of Leesburg home
- Read the parcel and the bill.
City of Leesburg millage, homestead status, and the unit and lot from the Lake County record and the Tax Collector’s bill.
- Comp inside Legacy first.
By unit, size and setting: pond, conservation or interior lot. Nearby 55+ communities with different associations, such as Royal Highlands, Pennbrooke Fairways and The Plantation at Leesburg, are a cross-check, not the comp set. Arlington Ridge next door carries its own CDD.
- Have the age paperwork ready.
The association’s application and adult form in the listing packet, so the buyer’s approval doesn’t hold up closing.
- Order the estoppel early.
It confirms the assessment and anything owed, and it answers the first question an out-of-state buyer asks.
- Know your net before you list.
Run the seller net sheet, then set the price from the comps.

Compare before you choose
For the city itself, start with Leesburg, FL: city limits, city utilities and Villages District 14. For other age-restricted options, compare Kings Ridge in Clermont, with its master and neighborhood associations and a clubhouse buy-in, and Harbor Hills in Lady Lake, an unincorporated golf and lake community with a separate club.
