Grand Haven is served by the Grand Haven Community Development District, a special district created under Chapter 190, Florida Statutes. Its assessments can ride on the county tax bill or be collected another way the law allows, so read the adopted budget's assessment schedule before comparing a non-district street.
- The Hammock and Marineland
East of the Intracoastal, the Hammock is unincorporated, so the county Building Department handles permits and the county's barrier island beach-management benefit unit applies. Marineland is its own town and extends into St. Johns County. Ocean side or Intracoastal side changes the dune, flood and insurance file.
- Flagler Beach and Beverly Beach
Flagler Beach, a city, and Beverly Beach, a town, sit on the barrier island along A1A, outside the county's beach benefit unit. Hurricanes Ian and Nicole stripped Flagler dunes and damaged A1A in 2022. On an oceanfront lot, ask what dune or armoring work was done since.
- Bunnell and rural Flagler: Daytona North, Espanola, Korona
Bunnell is the county seat, and its city limits reach the county boundary to the south and northwest. Western Flagler is working farm country, with cabbage, potatoes, sod, cattle and woodland, and most residential roads in Daytona North are unpaved. Confirm city or county jurisdiction and road maintenance first.
What to confirm on a Flagler County parcel
- Seawall, depth and dock on a saltwater lot
In Palm Coast, the seawall on a saltwater canal lot belongs to the owner, who maintains it. A 2023 engineering review of the saltwater canals described walls built to different standards and shoaling near canal entrances along the Intracoastal. Before you price or buy, have a marine contractor inspect the wall and dock, and confirm usable depth along your route out.
- Oceanfront after Ian and Nicole: CCCL and the 50% rule
Hurricanes Ian and Nicole stripped Flagler's dunes and damaged A1A in 2022. Seaward of the Coastal Construction Control Line, DEP regulates work that can destabilize dunes, so ask an oceanfront seller for permits on any dune, armoring or repair work since. In a FEMA flood zone, storm repairs or upgrades costing half the structure's market value or more put the building under current floodplain rules.
- Western Flagler: farm classification and unpaved roads
Western Flagler grows cabbage, potatoes and sod and raises cattle, and most residential roads in Daytona North are unpaved, so confirm who maintains yours. If the acreage is classified agricultural, that status rests on good-faith commercial farm use and a March 1 filing with the Flagler County Property Appraiser. Ask what a buyer must file, and budget without it until granted.

Plantation Bay straddles the Flagler and Volusia line, one Flagler Beach subdivision sits in Volusia County, and Marineland is split between Flagler and St. Johns counties. The parcel record, not the mailing address, decides the tax bill, permit office, flood map and school district. The county Building Department handles unincorporated parcels; inside a city, confirm with that city.
One is the Hammock Dunes Bridge in Palm Coast, a privately owned toll bridge run by the Dunes Community Development District. The other is the Flagler Beach bridge on SR-100. For a Hammock home, your daily crossing and any toll belong in the cost comparison.
From a Flagler sale to a home near The Villages
A Palm Coast, Flagler Beach or Hammock home on one side and a home in or near The Villages on the other means two contracts, and Mo can carry both from Wildwood so the closing dates are set together. Settle the order early: sell first with a lease-back, make the purchase contingent on your sale, or ask a lender whether a bridge loan fits. Then set the monthly budgets side by side: Flagler flood and wind premiums and any CDD line against Villages amenity fees and, where a home carries one, its bond assessment.
Pricing a Flagler home means pulling its own file: canal type and seawall condition, dune and flood documents, any district assessment, and the tax bill a buyer should expect, since a sale resets the assessment to just value the next January 1. For a manufactured home, ask whether it was declared real property, with an RP decal and its vehicle title cancelled, or still carries its own title.
