Crystal River, FL: the flood file comes before the view.

Crystal River became a town in 1903 and a city on July 3, 1923, on Kings Bay at the head of the Crystal River. Inside city limits the City supplies water, sewer and garbage, makes its own substantial-damage calls after storms, and levies a city tax that unincorporated Citrus County does not.

The short version: Crystal River homes are recorded by the Citrus County Property Appraiser and billed by the Citrus County Tax Collector. In the state’s latest final data, for 2025, the City levied 6.5900 mills and city parcels totaled 20.8418 mills, against 14.8298 for unincorporated districts. The Sheriff’s Office evacuation map shades the Crystal River area Level A, the first to evacuate. Zones follow the address, so check the exact property on the state’s Know Your Zone map. For a building constructed on or before August 14, 1984, work costing more than 50% of the building’s market value, land excluded, brings the whole building up to current flood rules. Kings Bay is a federal manatee refuge with winter sanctuaries. None of The Villages’ residential districts is in Citrus County.

Evacuation Level A, and what Helene measured

The Citrus County evacuation map published by the Sheriff’s Office, which runs emergency management in the county, sorts the coast into five levels by potential storm surge, from Level A (red, up to 14 feet) to Level E (purple, up to 35 feet). On that 2025 map, Crystal River, Kings Bay and the land around the US 19 and SR 44 junction are shaded red. Residents of mobile homes, boats and RVs must evacuate no matter where they are in the county. Look up the exact address on the state’s Know Your Zone map before you buy.

The National Hurricane Center’s report on Hurricane Helene records a USGS sensor at the mouth of the Crystal River measuring 9.0 feet above mean higher high water in September 2024, and storm surge that inundated at least 300 homes in Crystal River and Homosassa Springs with water up to 5 feet deep inside. That is why the flood file, not the view, sets the price.

The 50 percent rule, from the City’s side

The City’s substantial improvement page calls any building built on or before August 14, 1984 “pre-FIRM.” If repairs, additions or renovations to such a building cost more than 50% of its fair market value, not counting the land, the entire building must meet current flood standards under Chapter 6, Article XV of the City code. The same applies to newer buildings that no longer conform, and the City lists the triggers: remodeling, adding rooms, foundation changes, repairs after damage from any cause, rebuilding, and a revised flood zone.

For a buyer, the questions are whether the house got a substantial-damage letter, what the appeal decided and which repairs were permitted. For a seller, those papers belong in the listing file before the first showing. The City’s hurricane page also warns owners not to begin storm repairs or sign with a contractor before checking with the Building Department.

City water, sewer and rising rates

Per the City’s utility services page, all residents inside city limits are provided water, sewer and garbage service. A new account needs a driver’s license and a lease or proof of purchase, with the deposit and connection fee paid at sign-up, and the City uses AlertCitrus for shut-off and boil-water notices. Its rate table sets 10.5% increases on October 1, 2026 and October 1, 2027 and 5% increases in 2028 and 2029, taking the residential water base charge from $10.13 to $11.19 per equivalent residential unit on October 1, 2026 and the wastewater base charge from $16.67 to $18.42. Budget the next two years of increases, not just this year’s bill. Garbage is collected by Waste Management, on different days east and west of US 19.

Taxes: city line against the county districts

The Department of Revenue’s 2025 Citrus County data is the latest final rate table, and it shows the City of Crystal River at 6.5900 mills. A city parcel also paid the county general fund (6.9898), transportation trust (0.9860), health (0.0564) and library (0.3147) levies, the three school levies (3.1030, 0.7480 and 1.5000), mosquito control (0.3708) and the Southwest Florida Water Management District (0.1831), for 20.8418 in all. The unincorporated districts in the table, Coastal Rivers among them, carry 14.8298, which includes a 0.5780 fire/EMS levy city parcels do not pay; the Homosassa Special Water District adds 1.3307 on top. The 6.0120-mill difference works out to about $1,202 a year on $200,000 of taxable value. I confirm the 2026 bill for the parcel before using any of it.

Kings Bay: the rules that come with the dock

Under the U.S. Fish and Wildlife Service’s 2012 rule, all of Kings Bay, with its tributaries and connected waters, is a manatee refuge. Boats travel at slow speed throughout unless marked otherwise; one designated portion allows up to 25 mph in daylight from June 1 to August 15, with no anchoring there during that window. Seven sanctuaries close to all waterborne activity from November 15 through March 31, which the Crystal River National Wildlife Refuge still lists as manatee season, and temporary no-entry areas can be added.

One clause matters to waterfront owners: people whose property adjoins a no-entry area can get a free sticker or letter from the refuge that lets their boat reach the property at idle speed. If you are buying next to a sanctuary or no-entry area, ask the seller how they get in and out in winter, and ask the refuge about an authorization in your own name. Then check dock permits and seawall condition.

Records to order at closing

The City posts separate request forms for a utility lien search covering utility, expansion and assessment fee balances, a permit search for expired permits, license balances or liens, and a code enforcement search. On a house with storm repairs, the expired-permit search is the one I read first. Parcel and homestead records sit with the Citrus County Property Appraiser, bills with the Tax Collector and recorded documents with the Clerk of Courts.

How I’d price and sell a Crystal River home

  1. Build the flood file.

    Build date against August 14, 1984, elevation certificate, any substantial-damage letter and the permits for Helene repairs.

  2. Get insurance quotes before the price.

    Flood and wind, on the actual address, because a buyer’s lender will.

  3. Order the City’s three searches.

    Utility, permit and code enforcement, alongside title.

  4. Describe the water access honestly.

    Sanctuary or no-entry neighbors, speed zones, dock and seawall condition; comps by the same kind of access.

  5. Price from your net.

    The seller net sheet first, then the list price.
