On the water: what to ask for before you offer
The City’s building permit page lists boat lifts and docks among the work that needs a permit, with its own Dock/Seawall/Boat Lift application. It also requires a FEMA Substantial Improvement/Damage form for improvements within a flood zone. For a river home, that gives you a clear request list:
- Permits for the dock, seawall and boat lift, and for any enclosed or added living space.
- The flood zone from the FEMA Flood Map Service Center, and an elevation certificate if one exists.
- The seller’s written flood disclosure, which Florida requires at or before contract.
- If you plan to renovate, a talk with the City about the substantial improvement form before you set your budget.
Know the river rules before you buy the boat lift
Dunnellon’s river rules say the entire Rainbow River is an Idle Speed / No Wake zone, the main springs are protected beyond the marker buoy (no motorized vessels, anchoring, diving or fishing), and alcohol and disposable containers are not allowed on the Rainbow River. The rules are enforced by the Dunnellon Police Department, the Marion County Sheriff and the Florida Fish and Wildlife Conservation Commission. A buyer picturing fast boating from the back yard should read them first. The river’s source, Rainbow Springs, is a first-magnitude spring inside Rainbow Springs State Park.
Flood: Marion County’s map shows more than FEMA’s
Marion County’s flood information page says flash flooding is a real concern in low-lying areas and near water, and its online map adds county “flood prone areas” that are not on the FEMA rate map. The County also reports that after recent hurricanes, several cash buyers said they had not known their home was in a FEMA floodplain. Near the rivers, check both maps. County Growth Services covers unincorporated Marion County; inside city limits, ask the City’s Community Development office.
For storms, the City’s emergency management page says the Police Chief coordinates emergency management and is part of the Marion County Emergency Management team.
Water, sewer, septic and the city line
The City’s website sends water and sewer customers to the Florida Governmental Utility Authority (FGUA), and its permit list includes septic. Confirm which one serves the specific house. The Department of Revenue’s 2025 final rates list Dunnellon as its own taxing district with a 4.6850-mill city levy; the City Council sets that rate each year. Whether a home pays it depends on city limits, which the tax bill shows.
Dunnellon is not part of The Villages. The District Government’s residential district pages do not list it; the one Villages district in Marion County, District 4, was created by Marion County in 2000.
How I’d price and sell a Dunnellon home
- Sort the comps by water.
River frontage, river access and dry lots are three different markets. I compare within the same group before adjusting for size, age and condition.
- Gather the permits before photos.
Dock, seawall, boat lift, pool, roof and any additions. A missing permit is easier to fix before a contract deadline than during one.
- Lead with the flood file.
Flood zone, elevation certificate if available, insurance history and the written disclosure. Buyers ask; a ready file keeps the deal moving.
- Confirm utilities and the city line.
FGUA or septic, inside or outside city limits, from the Marion County Property Appraiser record and the Marion County Tax Collector bill.
- Price from your net.
