Sugarmill Woods: three villages, three rulebooks, one county tax roll.

Sugarmill Woods is a deed-restricted development in the southwest corner of Citrus County, split into Cypress Village, Oak Village and Southern Woods. Each village has its own mandatory association, fees and restrictions. Cypress Village says it is the master association for 13 sub-associations (its own list marks two as dissolved), and Oak Village’s home page counts two.

The short version: Sugarmill Woods is unincorporated Citrus County with no city tax; the state’s 2025 table puts its code, 00SW, at 14.8298 mills. Confirm the code on the parcel’s tax bill; the Homosassa Special Water District code totals 16.1605. Every owner belongs to one of three mandatory village associations: Cypress Village, Oak Village or Southern Woods. Cypress Village lists $139 a year for April 2026 to March 2027. It says it is the master association for 13 sub-associations (its own list marks two as dissolved), and some charge their own assessment too. Get the associations, estoppels and flood file in writing for the exact lot.

Who governs what

Per the Civic Association’s membership page, the three village associations handle the inside: architectural review, deed restrictions and enforcement, greenbelt and common areas, and security (Cypress Village and Oak Village describe theirs as nighttime security). The Civic Association, a 501(c)(4) chartered in 1980 and renamed in 1995 according to its corporate summary, works on the outside: utility rates, water, county, school board and state issues.

Cypress Village has the biggest second layer. Its seller guide says it is the master association for 13 sub-associations (its own list marks two as dissolved), condominium and homeowners associations among them, and marks the ones that charge their own assessment. The Property Appraiser’s neighborhood code for the parcel tells you which one applies. Its April 2026 realtor sheet lists one of them, The Hammocks Homeowners Association, as a 55+ association. Oak Village’s home page also counts two sub-associations, so check for one there too.

Cypress Village and Oak Village both say buyers don’t need association approval, and Cypress Village says it has no right of first refusal. A sub-association can set its own rules, so check it separately.

Southern Woods resale fees$250 estoppel; $35 transfer; $100 rushSame sheet; $100 to re-inspect a lot with a violation

Two gaps: Oak Village’s public seller and estoppel pages don’t list its annual assessment, and the Southern Woods dues sheet is labeled 2022. Get current numbers on an estoppel certificate for the lot (how estoppel certificates work), plus a separate one from any Cypress Village sub-association that issues its own.

Deed restriction highlights, by village

Cypress Village posts a 2026 working file of its single-family restrictions; it says it is not a recorded document, so the recorded declaration and amendments control. It sets out:

An amendment to the single-family declaration, recorded May 12, 2026 (O.R. Book 3669, Page 237), bars pre-constructed homes on any lot, naming pre-fab, tiny home, container, modular, barndominium and mobile structures. It also sets a 5/12 minimum front roof pitch. Owners can put up temporary (non-permanent) plywood or polycarbonate storm panels without an ACB permit, but permanent shutters and panels still need one. Storm protection can be deployed no earlier than 10 calendar days before a declared storm and must be removed or retracted within 10 calendar days after it leaves, unless the board extends those deadlines.

Southern Woods answers in its FAQ: no perimeter fencing, one dwelling per parcel with no shed or other structure, and boats, trailers and RVs in the driveway for no more than 48 hours while being loaded, unloaded or cleaned. Any exterior change, clearing included, needs an architectural review permit first. Oak Village’s seller guide says sheds aren’t permitted there either.

County tax and records

There is no city layer. In the Department of Revenue’s 2025 taxing-authority table, Sugarmill Woods (code 00SW) totals 14.8298 mills, the same as Coastal Rivers, Beverly Hills, Withlacoochee and Citrus Springs. The Homosassa Special Water District code (00WD) adds 1.3307 mills for 16.1605, so confirm which code the parcel carries. The county’s two cities run higher: 20.8418 in Crystal River and 21.8118 in Inverness. Check the 2026 bill for the current rate.

The records sit in three offices: the Property Appraiser for the parcel, neighborhood code and exemptions; the Tax Collector for the bill; and the Clerk for the official records, where village declarations and amendments are recorded. For a permanent residence, a homestead exemption takes $25,000 off taxable value for all levies, plus up to a second $25,000 off non-school levies on assessed value above $50,000, an amount now adjusted each year for inflation (about $50,000 in all); the Property Appraiser sets the current amount.

Flood: what Citrus County tells buyers

Citrus County has been in the National Flood Insurance Program since August 15, 1984, and its substantial improvement page treats anything built on or before August 14, 1984 as pre-FIRM. That cutoff matters for older homes in a mapped flood zone; the Civic Association says nearly 400 Cypress Village homes were built by late 1979. If a pre-FIRM building sits in a mapped flood hazard area and repairs or improvements cost more than 50% of its market value (land excluded), the whole building must meet current flood standards; the county applies the same rule to newer buildings that no longer conform. Check the zone first on the county GIS.

The county’s flood maps page lists the four zone types it has (A, AE, CAZ and VE) and links a flood hazard layer on its GIS address lookup; floodplain records are on its Forerunner portal. Two restudies are in effect: Study D, effective September 26, 2014, and the coastal Study E, effective January 15, 2021, for areas west of Lecanto. Flood insurance is required in a mapped high-risk area with a federally backed mortgage, and the county notes a 30-day waiting period, so get a quote inside your inspection period. Check the evacuation zone at Know Your Zone, and see what a seller has to disclose.

What a buyer should get in writing

How I’d price and sell a Sugarmill Woods home

  1. Pin the village and sub-association.

Dues, lease and age rules set the buyer pool and the monthly cost, so they come before square footage.

  2. Comp like with like.

Same village and housing type first; a Cypress Village condominium carries a different fee stack than a Southern Woods home, whose 2022 fee sheet bundled a Spectrum cable charge into its dues.

  3. Put the flood file in the listing packet.

Build date against the 1984 cutoff, elevation certificate, zone and permits, ready before an insurer asks.

  4. Market inside the sign rules.

Cypress Village allows one 6-by-8-inch For Sale sign and weekend-only open-house signs with the owner or an agent there, so photos, video and a cost sheet carry the marketing.

  5. Order estoppels early.

Cypress Village quotes 10 business days; a Southern Woods statement of account is good for 30 days. Then run the seller net sheet.

Selling from a distance
40140 Palm St, Lady Lake: listed $299,999, sold $307,000.

Closed July 22, 2026 for an owner who lived out of state. It is in Lake County, not Sugarmill Woods, so it is not a comp here. It shows how I run a sale when the seller can’t be there. How that sale ran.

Nearby guides

The Citrus County guide covers the rest of the county, and its two cities, Crystal River and Inverness, have their own guides. The Civic Association’s history notes the original development spanned the Hernando County line, so if you’re also looking just south, see the Hernando County guide.

Questions people ask about Sugarmill Woods

Is Sugarmill Woods one HOA?

No. Owners belong to one of three village associations: the Cypress Village Property Owners Association, the Oak Village Association or the Southern Woods Property Owners Association, and membership is mandatory in each. Cypress Village says it is the master association for 13 sub-associations (its own list marks two as dissolved), and Oak Village’s home page counts two. The Sugarmill Woods Civic Association is separate and voluntary, at $15 a household a year.

What are the HOA dues in Sugarmill Woods?

It depends on the village. Cypress Village lists $139 a year for April 2026 to March 2027, and some of its sub-associations charge their own assessment. The Southern Woods fee sheet on its website is labeled 2022 and shows $755 a year, including a $630 Spectrum cable fee. Oak Village’s public seller and estoppel pages don’t list its assessment. Get the current figure on an estoppel for the exact lot.

Is Sugarmill Woods inside a city?

No. It is unincorporated Citrus County with Homosassa addresses. The Florida Department of Revenue’s 2025 table gives Sugarmill Woods its own code, 00SW, at a total of 14.8298 mills, with no city millage. Confirm the code on the parcel’s tax bill; the Homosassa Special Water District code totals 16.1605.

Can I rent out a Sugarmill Woods home?

In Cypress Village and Oak Village, leases must run at least six months (180 consecutive days), a home can be leased no more than twice in 12 months, and short-term listings on Airbnb, VRBO or similar sites are prohibited. For Southern Woods and any sub-association, read that association’s documents.

Is Sugarmill Woods a 55+ community?

Age rules come from each association’s recorded documents, not from the Sugarmill Woods name. Cypress Village’s April 2026 realtor sheet lists one sub-association, The Hammocks Homeowners Association, as a 55+ association. Read the declaration that binds the specific address.
