Webster, FL: check the city line before you price the house.

Webster is one of Sumter County’s five cities. Inside its limits, the certified 2026 city millage is 8.0000, the City runs water, sewer and contracted garbage service, and Sumter County’s Planning & Zoning office assists with permits and planning. Two long-running markets operate here on Mondays.

The short version: Webster homes are assessed by the Sumter County Property Appraiser, and the tax bill is collected by the Sumter County Tax Collector. A parcel inside city limits adds the City of Webster’s certified 2026 rate of 8.0000 mills to the county total of 9.8221, plus a fire district levy. The City provides water, wastewater and garbage service, with a $150 residential deposit, but it does not process building permits: Sumter County Planning & Zoning assists the City with all permits and covers Webster in its comprehensive plan. None of The Villages’ residential district pages names Webster.

From the City of Webster’s department, utility billing, permit, council and parks pages, the Sumter County Property Appraiser’s certified 2026 millage, Sumter County’s planning and floodplain pages, the County’s Discover Sumter site and the District Government’s district pages. Checked October 10, 2026.

Inside the city or not: an 8.0000-mill question

The Sumter County Property Appraiser explains that each incorporated city in the county is its own taxing district. Inside a city, that city’s rate is added on top of the county, school board and water management levies. For 2026 the Property Appraiser lists certified rates of 9.8221 mills for the county total and 8.0000 mills for the City of Webster, shown with code 8008.

One mill is one dollar per $1,000 of taxable value. The Webster line alone is about $1,600 a year on $200,000 of taxable value, and county plus city comes to 17.8221 mills before any fire levy. Webster’s rate is the highest of the five city rates on that table: Center Hill is 4.1000, Bushnell 3.3061, Coleman 3.1426 and Wildwood 2.8287. Every parcel also falls in one of two fire districts, listed at 4.6000 mills for the Sumter County Fire District and 0.0464 for The Villages Fire District.

A mailing address is not a taxing district. I go by the district on the parcel record and the latest bill from the Sumter County Tax Collector, and on an in-city house I’d put the city line in front of buyers early, because it is part of their monthly cost.

What the City runs: water, sewer and garbage

The City’s departments include water and wastewater, and Public Works handles streets, sidewalks, drainage and all water and wastewater maintenance. Garbage is contracted to Waste Connections, picked up every Wednesday. There is no electric department, so ask the seller who sends the power bill.

Per the utility billing page, new customers pay a $150 residential deposit, $50 each for water, garbage and sewer, and bills are due on the 15th. Requests to connect or disconnect water service must be in by 4:30 p.m., which matters on a closing day. The page lists a water and sewer rates worksheet effective October 1, 2026; ask City Hall for it before you budget.

The City’s news page points to an August 21, 2025 state announcement of a $2.89 million Small Cities Community Development Block Grant for Webster’s new master lift station and emergency generator. For watering days, the City’s home page refers residents to the Southwest Florida Water Management District.

Permits and zoning run through Sumter County

The City’s building permits page is short: Webster does not process building permits, and the Sumter County office of Planning & Zoning assists the City with all of them. County Planning says its Unified Comprehensive Plan covers the unincorporated county plus the cities of Center Hill, Coleman and Webster, and that its staff supports the Webster Planning & Zoning Board and the City Planning & Zoning Special Master.

So zoning questions go to the County office at 7375 Powell Road in Wildwood (352-689-4400), which provides parcel-by-parcel land use and zoning information and zoning verification letters, and links Webster’s own land development code. Buying land or outbuildings? Get the letter before the inspection period ends. Selling? Pull the permit history for any addition or shed before a buyer asks.

Flood checks, from Sumter County

Sumter County runs floodplain management as a consolidated service with all five cities, Webster included, from the same Powell Road office. Its floodplain FAQ says an elevation certificate is needed when buying a new home in a high-risk area (Sumter County flood zones A and AE), when seeking a better flood insurance premium, or after a recent flood zone change. The County lists several places to get one: the seller, the developer or builder, the property deed, a licensed land surveyor, engineer or architect, or the County’s floodplain manager if an elevation certificate is on file.

Zones show on the County’s GIS map and the FEMA Flood Map Service Center. The County’s storm guidance notes there is no designated evacuation zone in this interior county, but asks people in low-lying areas or manufactured and mobile homes to consider other shelter. A seller owes the written flood disclosure at or before contract.

Mondays in Webster: two markets the County lists

Sumter County’s Discover Sumter site lists two Webster markets. The Sumter County Farmers’ Market, 524 N. Market Blvd., was established in 1937 to sell vegetables and cattle and covers more than 40 acres; its dealer rules run on Monday mornings, when stall assignments are made and City of Webster vendor licenses are sold at the market office, and its home page lists a Tuesday cattle auction. Webster Swap-O-Rama, 516 NW 3rd St., is listed as open every Monday, and the County links it to the Webster Westside Flea Market, whose site says it is now one of the Swap-O-Rama flea markets and sits on 35 acres of an 80-acre compound of three open-air markets.

For a house near N. Market Blvd. or NW 3rd St., I’d have a buyer see it on a Monday and on another weekday, so market day is no surprise after closing.

Webster and The Villages

The District Government’s residential district pages place The Villages’ districts in Sumter County (Districts 1 to 3 and 5 to 10, set up by County ordinance), Marion County (District 4), the cities of Fruitland Park (11), Wildwood (12, 13, 15 and 16) and Leesburg (14), and the Lady Lake/Lake County area. None names Webster. A Webster house is priced against Webster and nearby Sumter County sales; if you are weighing a Villages address too, start with The Villages guide and the bond.

How I’d price and sell a Webster home

  1. Settle city or county first.

Taxing district on the parcel record, the 8.0000-mill line or not, which fire district, homestead and any special assessment.

  2. Put the utilities in writing.

City water, sewer and garbage accounts, or well and septic records if the house is outside the City system, plus the power company and a year of bills.

  3. Get zoning from the County.

A zoning verification letter for land, outbuildings or any use question, and the permit history for additions and sheds.

  4. Build the flood file.

Zone from the County map or FEMA, any elevation certificate on file and the seller’s disclosure.

  5. Compare like with like, then price from your net.

Webster and nearby Sumter County sales outside The Villages, split by city and county parcels and by acreage. Then I work back from the seller net sheet.
