Eustis, FL: check the landmark list, the power company and the tax line.

Eustis grew up on the shore of Lake Eustis and voted to incorporate in 1883. Today the City bills water, sewer and stormwater, its storm page lists two different power companies, and a local landmark law puts designated properties under historic review.

The short version: Eustis homes are recorded by the Lake County Property Appraiser and billed by the Lake County Tax Collector. Inside city limits, the City adopted 7.3898 mills for 2026, the same as 2025 and higher than the Tavares (6.9610) or Mount Dora (6.3000) city rates on the same sheet. The City bills water, sewer, stormwater and garbage; its storm page lists both Duke Energy and SECO Energy for power. Under Chapter 46 of the City Code, a designated landmark or property in a designated historic district needs a certificate of appropriateness for alteration, demolition, relocation or new construction. None of The Villages’ residential districts lists Eustis.

Landmarks: what Chapter 46 actually covers

In Eustis, historic review follows designation. Chapter 46 of the City Code defines a landmark as a building at least 50 years old that meets two of the code’s criteria and has been designated by the City Commission. A designated landmark, a landmark site, or a property in a designated historic district needs a certificate of appropriateness from the Historic Preservation Board before alteration, demolition, relocation or new construction.

A landmark designation starts with an application by the owner, or by the City Commission in extraordinary circumstances; a district can also start with a task force. If an owner objects, approval takes a majority plus one vote. The City’s history page lists the local landmarks: among them City Hall (designated 2010), the Clifford House (2010) and the Iron Block Building, the oldest commercial building still standing in town (1998). Two of those landmarks, the Iron Block Building and the Grand Magnolia Inn, are contributing buildings in the downtown commercial historic district on the National Register.

Timing matters. The Historic Preservation Board meets on the second Wednesday of every other month (January, March, May, July, September and November). Before you plan exterior changes to an older building, ask the City’s Development Services staff whether it is designated, and fit any review into the closing schedule.

Two power companies, one water bill

The City’s emergency operations page gives outage numbers for both Duke Energy and SECO Energy. Which one serves a house depends on the address, so a buyer should ask for recent bills before budgeting. Water and sewer are different: the City’s utility customer service bills water, sewer, stormwater and garbage, with garbage and recycling handled by a private company under a City franchise.

A new residential account needs proof of ownership or a signed lease, a photo ID and a second ID, and a deposit of up to $125 depending on a soft credit check. Any open balance with the City has to be paid first. Sellers should schedule the final reading for closing day so the buyer starts clean.

Taxes: the 2026 rate held

On the Lake County Property Appraiser’s 2026 final sheet, Eustis adopted 7.3898 mills, the same as 2025 and 3.93% above the 7.1106 rolled-back rate. Taxable value in the city rose 7.20%. On the same sheet Tavares adopted 6.9610 and Mount Dora 6.3000. On $200,000 of taxable value, the city line alone runs about $1,478 a year in Eustis. That sits on top of county, school and other levies, so I estimate a buyer’s taxes from the full bill at the purchase price, not from the seller’s current bill.

Lake Eustis, Ferran Park and flood records

Ferran Park, the City’s first public park, was built out into Lake Eustis: the City says a bulkhead was set 250 feet into the lake along about 950 feet of shoreline and filled with sand from the lake bottom. For lakefront and near-lake homes, the City’s emergency page sends floodplain questions to Lake County Floodplain Management and the FEMA map center.

The County offers an elevation certificate finder and written floodplain determinations, and takes requests for basin studies that include a Lake Eustis and Silver Lake stormwater infrastructure atlas. One caution for insurance math: the County describes its Community Rating System flood-insurance discount, currently 15% in high-risk zones, as applying to homeowners in unincorporated areas. Ask your agent what applies to a parcel inside Eustis. Florida also requires the seller’s written flood disclosure at or before contract.

In a storm, the City activates its own emergency operations center when the City Commission declares an emergency, while Lake County Emergency Management opens the public shelters.

Permits: allow two weeks

The City’s Building Department says permits go through plan review that can take 5 to 14 business days, and new construction applications have carried a $250 plan review fee at submission since July 15, 2024. If a past project was never closed out, start that process before the listing goes live.

How I’d price and sell a Eustis home

  1. Confirm city limits and the bill.

    From the Lake County Property Appraiser record and the Lake County Tax Collector bill.

  2. Check the landmark status.

    For older homes, whether the building is designated or inside a designated district, and any certificates for past exterior work.

  3. Name the power company.

    Duke or SECO, with a year of bills, plus the City water, sewer and stormwater charges.

  4. Separate lakefront from the rest.

    Lakefront, lake-view and inland lots get their own comps, along with the flood zone and any elevation certificate.

  5. Price from your net.

    Run the seller net sheet, then set the list price.

Who provides electricity in Eustis?
